Bush by shear volume is probably most corrupt. Carter's was almost as inept as Bush's. No one died when Nixon broke into the Watergate and erased the tapes.

I'd like to note that all administrations in the last 40-50 years have had some kind of sleaze factor to it.

So I guess you just see Republicans as corrupt and Democrats as perfect, Only a few days into office the Clinton's got rid of the non-partisan travel office to put in their cronies. Their corruption did not stop until the last day when they stole government equipment and vandalized it.
