I'm a little confused on your question but i'll give it a try. The general procedure for deciding on the school year schedule is something like follows. The school board drafts a proposed calendar for the next school year. The draft is released to the employees....in some areas teachers are asked to vote on it, in others they are allowed to make comments/suggestions but it's not a true vote. Usually the school districts union is involved to make sure all of the labor laws are observed. At some point the school board votes on it at a meeting open to the public. At this point it usually becomes public and gets posted on the school districts website.
As for which days you will get off...there are certain days that the school is required to give off by federal law....ie: Veterans Day, Memorial Day, Labor Day etc. And then there are days that your school may give off depending on the area you live in. ie: Columbus Day, President's Day, Yom Kippur, Good Friday etc.
In FL the state recently passed a law that school can not start more than 15 days before Labor Day. I don't know about CA but they may have something simliar. I hope this helped.

most school districts follow common holidays such as national holidays like labor day, none are allowed to be religious but they are disguised as winter break and spring break, and some Jewish holidays are the same day as teacher work days. So the system tries to help everyone with out offending the few who cause trouble. I would assume California is similar to the rest of the country.

Well I don't live in California. But I'm pretty sure they do it by Holidays, and I also think that they have to give you a certain amount of days off, like snow days, or if some type of storm happens.

It varies by school districts, and how many days the state law requires classes to be held.
All national holidays are off. and then days where a majority of students are expected to be absent are generally off as well. i.e. the friday before and the monday after Easter because people travel.

I am pretty sure the district decides. Also something the teachers vote on. Like this year the teachers decided that they wanted to extend thanksgiving break to a week and start school earlier at the end of august instead of september. that was all the teachers. bahhhhh
