I choose #1 because then you assume that someone you didn't know was waving at you. For #2, they might think they were the nerd who waved back.

Neither I wave at strangers all the time and love to watch the confused look on thier face and I keep waving till the think they know me when i see the realiseation look, then i shout thought you where someone else........lol

Lol I've done both more than once. The funniest was the day I was out and thought I saw my father-in-laws vehicle. So sped up and beeped and was waving like crazy only to find out wasn't him. So some guy thought I was a big flirt I guess.
So for me - #2.
