You can get them from the two gamecube games and download them into your game or you can gameshark them. Those are the only two ways in Firered and Leafgreen.

you cant on fire n leaf but if you want them bad you go to the dotted hole on one of the islands and you well get a saphire and you can now trade with saphire and if you get both you can trade to emareld and that means who ever has a emareld and has 200 pokemon on his pokedex hell get them all or you get xdgale of darkness and beat mtbattle 100 with out switching yo pkmn and people and pick one pkmn chicorita,cyndyquile or totodile
