They are classed as a MPV or a more common name is a People Carrier.
There are lots of 7 seaters, try autotrader.

Vauxhall Zafira
Renault Espace or the Toyota Previa will be the cheapest, because they have been made since 1994, but the Ford Galaxy is the most common.

The laws of physics say a car built for 7 passengers is going to be big, and big cars aren't that economical. That said you should be able to get something with a Diesel engine which should match the 35-45mpg your Rover gets within budget if you do your homework and buy carefully. Personally I'd recommend a Vauxhall Zafira, or if you can find one a Toyota Verso, not sexy but it'll get the job done.

its called a people carrier u know the 1's that r advertised on TV serfera,the 2 kids that go to the beach with there parents and say i think il have a sleep and the other 1 says i think il join u.
that's a 7 seater but also the seats change to all different positions.
