Technically, since racism is a belief that race accounts for differences in human character or ability, and includes discrimination or selective policies related to race, yes, people misuse the word when they only apply it to white persons.
Affirmative Action is a racist policy, since it presumes that blacks cannot compete without artificial assistance.
All of the Black Television, Black History, Black Beauty Pageants, etc., are also blatently racist, since they demand racial distinction and separation. It's also no surprise that there aren't "White" equivalents of each.
All of these things simply perpetuate racism. A truly race neutral society would realize that racists do exist and will always exist, but goes out of its way to never formally acknowledge race in any manner or form as a means of categorizing and classifying groups of people. Simply put, we are all humans and have the same wants, needs, desires, and hopes.
Labelling something with a particular race, even to balance decades of racism in the other direction, only serves to perpetuate racist attitudes for subsequent generations.

Yes. I believe the word originated from communists so it was and still is used to vilify and demonize anyone who steps out of line. People will use it to there advantage and play the race card. When an argument is in full swing and someone uses the word racist then suddenly there is silence and the debate ends.
For example those people on that air-plane who complained of the Arabs who were acting suspiciously and they were called racists and the Arabs were called "Modern day Rosa Parks"

Wow ... u've got valid pts.
Sure you'll hear that blacks can be racist ... but more often than not, they'll avoid the "racist" label and twist it to "oppressed". The Japanese have a "Cache" system; which discriminates based off social status. In Japan, the color of skin, language spoke, and education level determine where you fall in the cache system. It's so complex that it is entwined into the language and body gestures tied to the language. "Racist" isn't negatively tied into the Japanese Cache level but rather revered.
Yeah, the stereo type you said, 'white male' instantly came to mind when I read u'r question. However, 'racist' also comes with rich white male which means you can sue 'em.

Well, I'll say it. Most white Americans are not racists. That said, the ones that are happen to be a loud, obnoxious, and significant part of the population. Perhaps if you find a way to shut those idiots up then people wouldn't stereotype the rest of us.

Who on this planet is not a racist? Doesn't everyone appreciate and respect their own race? I can't reserve racism for my race or anyone else's. But if some of those Mexicans don't stop trying to walk all over me I'm going to get real mad.
