Cleveland is a fantastic arts and culture destination, and not that many people know it, but its true. The city has a long history of strong philanthropy. The museums, theater and festivals are well funded and top quality. There is almost always something going on, and in summer especially there is a lot to do.
Every Wednesday during the summer, there is a popular event series called WOW (Wade Oval Wednesdays) in the city's premier cultural district; University Circle. Free concerts at Wade Oval, a beer/wine garden in the Botancial Gardens, and discount admissions to the museums of art and natural history. This event is not to be missed, and is exactly what you should do in Cleveland's art scene on a summer Wednesday evening.
During the summer there are also several headlining events to keep on your calendar. Ingenuity celebrates the arts and technology scene in downtown Cleveland with a wide range of public performances from collaborating organizations. The Sparx in the City gallery hop allows people to take a shuttle tour of the best galleries in town throughout the city. Cain Park in one of Cleveland's most sophistcated and artisticly-inclined communities has a number of concerts and festivals during the summer and is entirely arts-oriented.
Cleveland also boasts a number of arts-oriented districts where galleries, cafes, small performing arts centers have revitalized many inner-city commercial districts. Many artists and other people are increasingly attracted to these districts as a place to live. Some of the best ethnic and contemporary cuisine is also to be found in these districts. Having dinner and exploring these places on foot makes for an excellent evening out.
Playhouse Square in Cleveland is the second largest performing arts center in the country and includes a number of beautiful historicly renovated theaters. It would be wise to check up on their website for programming as well. In addition, there are several great movie theaters that feature independant and foreign films like the Cinematheque at the Cleveland Institute of Art, and the Cedar Lee movie theater in Cleveland Heights.

You can visit any of the Museums in the University Circle area on the East Side. Also try visitng the Cleveland Botanical Gardens or the Cleveland Orchestra which also is in University Circle.
You just missed the Clifton Arts Fest on the West Side on Clifton Blvd near the Cleveland - Lakewood Border.
Also check the calenders of the Cities Of Berea and Lakewood. Each one has an Arts Fest @ least once a year.
I think that Berea might have one twice a year.
University Cirlce also had it Circle Fest and I think has one in the Fall called Fall Into The Cirlce or something like that.
Then the Murray Hill Area of Univerisyt Circle has an Art Walk more then once a year. I think they have something like @ least 4 of them a year.
The Tremont Area, on the West Side, also has multiple Art Walks during the year.

The art museum is under construction, you can still check it out University Circle is one of the most cultured areas in Cleveland, I think they are having concerts every Wednesday night you can check that out . Theres the Beck Center on the west side of I think in Lakewood? Too bad you just missed the Coventry Fair, there are always artist there, and you missed the Parade on the Circle. The Art Fair is coming up in Cain Park in July. Little Italy has a lot of little art galleries. But if you really want to do something artsy for next Wed. check out University Circle, they are always doing something.
