everywhere in the media(internet, satellite channels,...) we see advertisements for the US green card?
why do they beg? and spend their bugdet for such a thing?

It's like Punch said. The US as a whole isn't begging for such a thing. Individual lawyers advertise that they will do the paperwork to get you a green card because they can charge you a whole ton of money to do it. It's all about how much money they can make off the would-be immigrants who will pay them to do the green card paperwork. Yes, it may seem so "official" on the advertisements, that's how they suck them in - the right marketing technique.

It's not the United States, It's people in the united states, lawyers that get money by doing this.
