Go to lowes or home depot and get a 6" angle grinder that is used mostly in automotive repair. Take off the grinder wheel and replace it with a brass brush wheel (looks like strands of brass wire mounted to a circular wheel). Use this wheel on your fence and it will rip the rust right off of it. It's basically the same as using a wire brush to clean the fence, but it is a lot less work. After you wire brush the entire fence, just use some rust-oleum paint and you'll be all set. You can get a cheap angle grinder (work force brand) for about $40-$50 and a gallon of rust-oleum for about $20. It shouldn't take you longer than an afternoon to do the whole job. Good luck!

The best approach (perhaps not the cheapest) is to clean the fencing as good as possible with a drill/wire brush. Then paint with a product called POR-15. This product encapsulates the metal and any remaining rust. This prevents moisture and/or oxygen from oxidizing the metal.

It is used on high end car restorations and is very highly regarded.

If you have it done professionally, they will take care of everything.
If you do it; Rent or Borrow a sand blaster to remove all the rust, they go to the Home Depot and ask for the best Outdoor Rust-Resistent paint (don't forget the base and top coat)

You might want to sandblast the rusty bits off, or the paint will just peel off.... Steel wool works too....Give it a good wipe down and then prime it... Then apply too coats of paint that's made for metal...

Clean off the scaling with a wire brush, coat it with red metal primer, then paint it whatever color you want.
