If you really want to attack it with artificial things, start with a power sprayer and water. Then try the power sprayer with a cleaning solution that will remove things like graphetti. These have a mild pummis in them like BonAmi and will slightly eroded the surface with friction.

If you get too carried away you'll end up with two white "bleached" marks and the rest of the concrete will look greyish.
