Can anyone teach me how to make icons?

i always see these icons on myspace and xanga and ive always wanted learn how to make them, can somone teach me or send me a link that can?

Three pieces of software to consider:
(1) primitive, if you can find it, imagedit.exe, which came with the Windows 2000 Resource Kit (remember Windows 2000?)
(2) icofx - free at http://icofx.xhost.ro - grand little program, really works?
(3) axialis - pro level, and not all that expensive (gonna get me one!) - http://www.axialis.com/iconworkshop/
