It's in Accessibility Options in Control Panel. The following site tells you exactly how and has pictures:

It might not be Vista's doing. I'm not familiar with working with Vista, but I have somewhat the same issue...but it is because of my Logitech wireless keyboard/mouse combo. When I hit the caps lock button it will show a message on the monitor with "CAPS LOCK ON" or "CAPS LOCK OFF" along with a beep. It is possible to turn that off using the logitech settings for the keyboard.

If this doesn't point you towards your problems, I am not sure what else it could be. I am not familiar with the OS ever causing the beep when caps lock is hit.

Go to control panel, accessibility options, on the keyboard tab uncheck the box use toggle keys.

I found the beep to be quite handy, it keeps me from 'shouting' when I'm in here, answering these questions. but, follow their instructions and be very quiet.
