In the morning, hide in the bathtub. If your roommate doesn't flush, pounce on him from your hiding spot. Once you have him subdued, you can push his face into the unflushed toilet bowl. That should work.

Put up a sign next to the toilet stating "Everytime you forget to flush you must pay me $5", or something along those lines. Enforce it!!! Worked on my husband, lol, should work on a roommate. Explain it is disdusting and a grown person should know to flush after themselves. .. . . A quarter is too little, they will keep doing it, $1 they won't expect to be enforced, but $5 it a big deal and enforcable. . . . They will either go broke or learn to flush.

If it's not an obviously offensive infraction, then consider using it also, and save flushing between 1.6 and 5 gallons of water for no real good reason. A lot of areas where water is not as plentiful, like some camping lodges, will ask patrons to use common sense, and conserve when you can. There are times when you should definitely flush, thats when you come right out and say what you feel.

I agree with the other posters. You might also try just mentioning it to him. Some people were brought up with the philosophy "If it's yellow let it mellow if it's brown flush it on down". Gross but true!
If he keeps doing it tell him to rent a place with a private bathroom or pay you $1 per non-flush.

I have 7 boys, the toilet always smelled from urine. I was tired of washing the toilet, and bathroom floor every day. So one day I put up a sign saying.
PLEASE PICK UP TOILET SEAT WHEN URINATING.
AND AIM STRAIGHT
MY MAID MOVED TO FLORIDA
It worked like a charm.

FOOD COLORING use the BLUE color because everyone knows yellow and blue make green. He'll see the green water. next step make some green water from the sink no the toliet. Put that in a glass and confront him/her. If it continues repeat the steps above and give them a little splash of the clean green water. This will cure this problem. It worked for one of my roommates in college.

do this: tell him that for every time he doesn't flush the toilet in the morning he owes you a dollar... believe me.. it works!
