I would recommend the following(click on the webpage and follow):
Free Windows Registry Repair(first one) - rather effective, the first scan i did after about a year showed over 500 problems with the registry, fixed them all
RegSeeker(2nd one) - fixed another 300 problems after using the previous one.
and like the two of them said, Eusing Free Registry Cleaner and Abexo Free Registry Cleaner(30 day trial)
Just run them all that'll fix most problems! But dont expect 100% fixes because programs might recreate registry entries when used and so a second scan might still show the same few errors. (ignore such errors)

I presume yr using Windows 2k or XP.
1st I note that this program is listed online as a piece of rogue software that should always be removed.
You should be able to go to control panel and add/remove programs to get rid of it. If you can't find it in add/remove programs then alternative is to find the directory that the program is in and just delete the whole directory. You might get a message during boot up to say something can't be found but, at least, it's only one message and not each time you download.
If yr windows is genuine then download Windows Defender and see if that takes it out (http://www.microsoft.com/athome/security/spyware/software/default.mspx)
Last resort might be to find a friend who knows how to edit the registry and have him take it out of HKLM \ software \ Microsoft \ windows \ currentversion \ run
and also out of
HKCU \ ~same as above list~ \ run
Recommend you turn off restore first and turn it back on after rebooting.
Please do not try this yourself unless you understand what the registry is and what it does, although a few hours researching it on the net should teach you enough.

normally baz,when a program is unable to uninstall,the best couse of action is to re-install it and this should trigger a uninstaller
however this program looks quite dodgy,and i would first run a spyware scan with a good antispyware program,a good program to use is "spybot" avalible from http://www.spybot.info/en/download/index.html,this is about the best free spyware scanner and will fix any problems that are found
before you do this go to lcal disk c>programs>then look for the program in question,when you find it click on it to look at the folders in it,there may be a uninstall icon there,if so click this,not all programs have a uninstaller
this is what makes me think this is a rogue peice of software,as a program should have a e.u.l.a(end user license aggrement)and part of the aggrement is to supply a uninstaller,so straight away this program is not complying with software regulations
personally baz,in a situation like this,i would do a system recovery,this is basically returning your p.c to its factory state,similar to a fresh windows xp install
by doing this at least you will know the p.c is clean of any malware

Not all software programmes that is downloaded from the internet that are shareware or freeware do not install on your hard disk. You might have to find the website and search for a deleter. If you cannot find the website.you will have to do as I did once and that is reboot with a recoveryCD.

that is because you have a spyware. spy spotter is a spyware you should download anti spyware programme that will fully remove it. try spybot search and destroy it's free and it can delete that spyware 4 u.

well there is a utility u get from the ca site some where. I think it comes in zip form. U unzip and then u have to go into safe mode to run and get it off. I had to take CA firewall off and that is how we got it off the pc. i have no idea of the link though sorry. i am tryin to find it though. And yes CA is a pain in the butt i hated it to.

if u r using ms windows try to uninstall that program , and if u r not able to do so , then then delete the shortcut from startup folder and after that u need to disasble this application by
typing the msconfig at start-->run --> msconfig --> then go to startup --> click on disable all then restart. also try to search and remove in registry by running command in run " regedit "
