For my DEBIT card, not even the bank knows the PIN--one is randomly generated and mailed without anyone else seeing it when you get your bank card. So, the only way for someone else to get it is if I had it written down and someone else found it. However, for my CREDIT cards, after the card is activated, I had the option to call and set up a PIN with cust. service so that I can pull money off at an ATM if I need to. So, in that case, the bank who issued the card has that PIN on record somewhere. But, I assume they have taken appropriate security measures to prevent someone from hacking in and stealing PIN numbers. But you never know....

There are a couple of ways of getting it. A lot of frauds have taken place though people putting a fake front on a cash machine, that reads your card number when you put it through the slot. Coupled with a hidden camera to record your pin.
Alternatively, there are low tech ways. For example, wiping clean the buttons on a cash machine or card reader. You then come along and use the machine, and your fingers leave grease on the keypad. A bit of dust and you have the 4 numbers of the pin. Only a limited number of combinations to try.
Lots of people carry their pins in their wallet. I do, although its hidden in a 10 digit number, so its not obvious what it is.

Very dangerous question to ask, if people told you how they could do it, some people might learn enough, and be willing enough to attampt it.
Just think how you could obtain someones number or watch the real hustle where a few methods have been shown, and that is how thieves can do it.

Putting a pinpoint video camera up at a ATM machine, that you would fail to notice, and that would record the keys you punched. Just one way.

If you wrote it down and they found it, or if you use something obvious like your birthday or house number they might guess it.
