Quick answer. No, you can't. In most states the same laws that apply to pedestrians apply to mobility scooters. So, unless a pedestrian is highway legal, neither is a mobility scooter.

No. plant flowers on the seat of the scooter and place it in your yard as a lawn ornament, then go out and get a real motorcycle.
