Yes, very much so but will work even better if u put landscape fabric underneath before barking with at least 3inches of bark.

Mulch on top of 7 - 9 layers of newspaper prevents weeds. They can still come up through mulch (bark).

Yes, for some. The thing is to not letting sunshine to go through it for weeds to have a chance to sprout out. You need a thick layer for that, perhaps, about 2 inches at least I would say.
