Hi. Every thing tries to balance. The hot spots are where circulation brings the molten material closer to the surface, but the escape of heat is minimal.

Yes. The interior of the earth is believed to have convective cells- heat rising in some spots, slightly cooler material sinking- like in boiling water... the hot spots are the heat rising points. Prime examples- the island of Hawaii, or Yellowstone Park.
