PRI stands for prime.
You have a vacuum operated petcock.
In the ON position, the valve is closed until engine vacuum moves the diphragm and opens the valve.
In the RES position, the same thing happens.
In the PRI position, the valve is mechanically opened to allow gas to flow without the engine running. This position is used to fill (or prime) the carb when it is empty.

Prime. That's the setting to use if there's no gas in the carburetor (because you've let your bike sit a while, or you just took the carburetors apart and then put them back on the bike). After your 'cycle starts, change the petc-ck over to "On."
RES is reserve. If you're on the motorcycle and you're low on gas and you're on the freeway and your motorcycle starts sputtering, you're supposed to reach down and switch the petc-ck from "On" to "RES."
What I do: I keep mine on RES all the time. It keeps the bottom part of the tank from getting old watery gas accumulating. Sure, sometimes I run out of gas altogether, and have to call the Auto Club to bring me a half gallon, but, whatever.

PRI is primary. RES is reserve. The tank, say it has a total capacity of 4 gallons. 3 of those gallons would be in the primary portion of the tank. the last one, the one that will get you to the nearest gas station is the reserve. If you leave it on the reserve and keep driving, or forget to place it back on the primary, then when you run out of gas, you'll be pushing it. It's sort of like a reminder to fill up once again. It's a cheap gas gauge.

It means PRIME which is where you would put the petcock after running out of fuel. Once started you'd go to on. There is no 'off' because your fuel is delivered via a vacuum created with the engine running.
