Another reason is user-friendliness. Some people look for top menus, some for side menus, some for hyper links within the text. Some people are keyboard people while others are mouse people.
Alternate methods accommodate everyones style.

unless you are using FLASH, JAVA, JAVASCRIPT, ADOBE or something like that to make your menu navigation bar then you really do need to make an alternate navigation menu cause not every computer supports those formats or the version your using. If that is the case then a lot of people unless they really need to use your site will just leave it if they don't see another clear and straight-forward way to get around your site.

I know I do that cause I get lazy and just don't want to deal with downloading the software or taking the time to update.

Otherwise if your using plain HTML and/or CSS then don't worry about

Also with javascript a lot of older browsers have problems supporting javascript.

In case the kind you have on the page doesn't work for somebody.

Example:
If you have a Java navigation menu, and someone has Java disabled, they will not be able to use the menu.
