If it's something that could get the girl into trouble with the law or if it's something that can get her hurt, then I'd tell her mother. Make sure you have proof when you tell the mother or she may take it the wrong way. Also try to do it in a way that shows your good intentions maybe stating off with something like "I've been noticing that your daughters been hanging around with someone older than her and I just wanted to make sure you knew." If she does know than this shouldn't bother her but if she does it's best to tell her gently and to not criticize her parenting. even if this is not your intention sometimes it can make her feel that way. The mother has a right to know, and if the 23 year old is doing something he shouldn't, the other parents have a right to know. The 14 year old has a chance to turn her life around. If you feel guilty tattling, leave an anonymous note or something, or a phone call. No one will know who sent it since you said everyone knows. It could even be general, like "thought you might like to know what your child is up to...or...you may want to look into your daughter's relationship with...". Good luck! No, it is not wrong to tell the girl's mom, but next time these "terrible things" are going on and you know about them call the police. This man is a preditor and a pedophile who prays on young girls. He is just as bad as those guys you see luring young girls from the internet to have sex. It appears the mom is not going to do anything about it so it is up to you - make that call, make it a 911 call and let them know what this man is doing and what the address is where it is taking place.

Oh My God! The 14 year old IS too young and the 23 year old is Being TOTALLY IRRESPONSIBLE!!!!!
CALL THE POLICE!!!! CALL THE SOCIAL SERVICES!!!!
Something has got to be done about this! Maybe you could try to influence something on this issue that would be a Positive! Something Positive is Desperately needed in this instance!

You should report before something happens that either one might regret. My brother-in-law was 19 dating & living with a 14 year old, he ended up breaking up with her and moved out then the girls mother got him for statutory rape. He is now in prison for it. It was fine with the mom till he broke up with her daughter and hurt her feelings so then the mom reported it
She should have not let him move in or date her daughter. So
I would either talk to the mom or the 23 year old.

it depends what you mean by 'stupid things'? if its sexual stuff then it is illegal and the guy can go to jail, so yes, you should tell somone and it would be the right thing to do.
If you just mean things like being loud and hanging around corners, or (as I saw in someone elses answer) setting bushes on fire, then you could:
-tell somone but they could only give them a warning
-do nothing about it and it wouldn't be illegal or wrong
either way, you have the right to tell the girls mother. the girl must be lying to her mother if her mom doesn't know anything of what she does..

I wouldn't so much "tattle" on the girl. But I would suggest to the mother she take more notice of the people her daughter is hanging out with. Let the mother know that people are talking.

Yyou should absolutely tell someone. Children need to be protected because they don't have the ability to make sound decisions at such a young age. You could be the person to save her by telling a parent, the police, or someone who may be able to help.
