Its a science question.
what temp should you set the freezer at if you decided to make ice-cream by mixing water and other necessary ingredients together?(you place the mixture in the freezer)

When you add impurities to water (like sugar and cream) it lowers the freezing temperature of the water. To be precise about a maximum temperature (below 32 degrees F), I would have to know a lot of chemical details about the ingredients of the ice-cream mix. Based on experience hand cranking ice-cream, 22 degrees F is a good place to start -- or anything below that.

My own chest freezer at home is set at 0 degrees F, and I'm sure that I could set-up ice-cream in there, just fine.

probably around 10 to 15 farenhieght
our freezer is actualy closer to 0 LOL
it really freezes stuff good.

It's a trick question. You can't make ice cream with water.

Crank it up full blast. If things are too cold then open the door a little.

-15C is sufficient to freeze icecream or water with stuff dissolved in it.
