it is not going to be easy, and it will stink like crazy... I would advise agaist it... but you can still make good fish fertilizer by drying fish until absolutely bone dry (no moisture) in the oven and then pulverizing it, you can use industrial coffee mill. Then you can use the powder to put into soil around your plants, not perfect, but beats the heck out of trying to make fish emulsion... it also does not smell bad. The protein in fish will be the slow-release nitrogen, phosphorus will come from fish bone, it will also have some potassium... good stuff... roses just love it...

You can directly bury fish waste in your garden, but it should be buried deep to avoid attracting animals, and that kind of defeats the purpose of feeding the plants. Running it through a food processor will help it break down quicker. You could probably pour the mix into a foot deep trench. It's not as easy as it sounds. Commercial fish emulsion has been highly processed, not something the average gardener has the time or equipment to do.
