Bulrushes tend to be more for ponds than aquariums. The roots grow in the water or moist soil, but the stem grows up out of the water (up to about 3 feet, depending on the species). That could present a challenge with providing the light they'd need to grow unless you have a way of hanging the lighting from the ceiling.

About the only exception to this would be the genus Eleocharis (sold under the name "hairgrass"): http://www.aquariumgarden.com/index.php?doc_base=plant_info.php&plantid=po112 , http://www.aquahobby.com/garden/e_Eleocharis_parvula.php (moderate-bright lighting preferred)
