I planted it next to a brick wall in hopes that it would grow over the wall and cover it. I cut the plastic bands around it and water it almost everyday, what else do I need to do?

How often should I water it? Its probably in direct sunlight about 6 hours a day.

Six hours of sun should be enough. Give it a big drink about once a week. Other than that just be patient. Jasmine takes a while to get started. It needs to develop a good root base before it will grow. I planted a Carolina jasmine around 3 months ago as well and I'm just now starting to see some new growth.

you are overwatering it... give it a rest, and make sure it has sun exposure 4 hours/day, no more...
P.S. water no more than 2 times a week, it likes well drained, but not too light soil, give it morning sun untill it starts growing, use light fertilizer (5-5-5) every two weeeks. I grow jasmine, it is my favorite plant, not easy, but rewarding. What kind of soil mix did you use... ? does the brick wall get very hot ?

I made this same mistake. The wall may be getting too hot for them to grow
