Look at the name of the stores. Chakra balancing! Hippie crap.

No, but I do question the legality of such behavior. I suppose that since they aren't trying to copy legal tender they technically aren't counterfeiting.
If viewed as a "marketable commodity", then it would fall under the auspices of the SEC, though.

I do think promoting the local economy is good, though.

I am not sure if it is proof of that but I do have a problem that communities want to create something of another currency besides the one we have. Just from the article itself I see so many problems that could come out of this if it becomes widespread.

It's just a collective marketing tool to offer a 10% discount to customers. It's no different than Home Depot offering a 10% discount to use their credit card.
