I am seeking to have a child custody case transferred from an L.A. County Family Law court to another state. The Commissioner (judge) in L.A. refuses to cede jurisdiction to the other state, but Uniform Child Custody should take precedence over the judge's refusal to transfer the jurisdiction. What are my options? The child and myself have now been official residents of the other state for one year.

The language about living in the state for 6 months PRIOR TO THE COMMENCEMENT OF THE PROCEEDING may be a sticking point depending upon when the "proceeding" in question is/was begun.
