it is all personal preference.
shaving doesnt last quite as long and you can get razor burn
waxing tends to hurt a bit more so if you don't have a very good pain tolerance then it's just not for you.
if you shave, let your legs get warmed up by the water.... i always shave LAST when i'm in the shower....and i get perfectly smooth legs using even a cheap bic throwaway razor....
another solution i have heard from my mother to shaving is to just shave dry...with baby powder? never tried it but i hear it works
waxing you can go get done at a salon or massage place. sometimes they even have a numbing lotion that they rub on you before they wax so it doesnt hurt as badly.
if you want to do it yourself, veet has wax strips.

Well......
The best way i think is waxing it actually may hurt the most but your legs stay hairless for longer.
If you like less pain then the best thing to use is hair removal cream. But before you apply it onto your legs you should test a hidden area of your body, just in case you are allergic.
If you are a wax virgin then apply a little bit of olive oil to your legs before you wax...but don't forget to wash it off.

Waxing is better, it takes longer for the hair to grow back, and it doesn't come back thicker like when shaving. If you're not going to go to a professional then I suggest using Sally Hassan waxing products. They have pre-waxed strips and all you have to do is rub them between your hands to warm them up, those are the least messy ones.

No, neither. You can get cut or burned with both. YOu should use Veet. It keeps your legs smooth and soft.
