Are they male or female? If they are both males, the strong smell nd the 'peeing' marking of the territory could be because they are of age. Maybe getting them fixed would help with the peeing outside the litter box. My male cat I have at home would pee outside the litter box even though it was 'clean'. Apparently me just scooping out the waste wasn't good enough for him. Once a week I have to litterally scrub the entire box out. I found out that some cats get really annoyed with any kind of smell in the litter and then deems it unusable (I was blessed with one of these cats lol) Also, instead of using perfumes to clear out the smell in your room, you can try using baking soda. Sprinkle some in the bottom of the litter box, and also keep some around your room in open containers. Baking soda absorbs stink. Try getting them toys, or making toys for them. Bordom and cats don't mix, believe me. I went through a few months of my cats having way too much pent up energy so at night they would run back and forth from the living room to the kitchen (which isn't a good thing when you live on the second floor of an appartment building) Like someone above me mentioned, you can get a litter box that is closed in. That will contain any smell so you are not woken up at night when they decide the need to use the litterbox. I know how frustrating it can be when you love an animal but they seem to present a million and one problems, Good luck!

You should check costume stores. A friend of mine was a "one night stand" complete with condoms and cigarettes a couple of years ago.
