I really want to purchase a Honda XR650 but i don't think it seats two... You can't just add pegs to it and have it street legal, can you? Any reccomendations for a 650cc or so onroad / off road dirt bike that seats two? I'll go as low as 400cc...

Most 650cc "Dual Sport" bikes will carry a passenger, but I wouldn't want to do any serious long-distance rides on any of them. They may not be all that comfortable with two-up. The Honda XR650 is a good bike, but for some variety, check out the Kawasaki KLR650, the BMW F650GS or the Suzuki V-strom 650.

The XR650L looks like it has rear foot pegs.
Call a Honda dealership to check.
Another bike for your needs would be a Kawasaki KLR650.
Search the web for "kawasaki klr650"
You won't find a bad review anywhere.
Even the American military use them.
If you want to spend big bucks, BMW makes a good dual purpose bike.
