You can make your own hot wire cutter. Make an "H" Frame form some pieces of wood. One leg must be able to rotate at the joint, then stretch 0.6mm stainless steel fishing trace between the ends on one side and some twine that you twist to pull the wire taught on the other. About 800mm long. To heat the wire use a battery charger connected to the ends of the wire. Or use a 12 volt power supply. The shorter the distance between where you connect the power sauce the hotter the wire.

If you're thinking of a HOT electric cutter or "knife", etc. for cutting and carving and poking holes in polystyrene foam, then check out some of the links n these two search results:
(UK)

(South Africa)

In the US, this site shows a lot of great ways these tools can be used:

There may also be cheaper versions available at hobby stores near you that have only one single hot *wire* for cutting, which is powdered by two ordinary batteries inside a cardboard cylinder (with a simple contact switch to turn it on and allow the power to flow through the wire).
(all the electical cutters I mentioned are different from electric MECHANICAL cutters like "eletric knives" for cutting bread, etc.)
