I can't answer for Paige Davis, but the character of Charity has essentially one costume during the course of the play. The wearing of that costume helps define her character, like that of a classic clown (in this case, a small and sweet and lonely clown); she sings, dances, acts, lives in that costume during the whole of the play---to use other costumes would distract from the focus on her as a very special, very unique kind of girl, instantly recognizable.

Sometimes writers will purposefully interject a specific costuming choice or decision that they feel should be included. A director and costume director will also work together to determine the appropriate vision they want to portray. Unless you can talk to the costume director him/herself, you likely won't find out the exact reason.
