Looney Tunes - "The Crackpot Quail" (1941)
The link in my Sources says:
"When this cartoon was originally released, the quail would constantly make a razzing noise in order to keep his top knot from falling down over his eyes, but most re-issue copies seen today replace the razz with a whistle."
It may be tough to find a video clip. That episode was listed (elsewhere) as one that is not yet released on any of the Looney Tunes DVD collections.

frequently my skeletons are sure and gagged...additionally they deliver mutually dirt b/c they're previous subject concerns. yet....the previous couple days have been sucky and that i think of that if I have been decrease than the effect of alcohol i may well be putting onto somebody's leg , sobbing and making a music some type of made up Irish ingesting music...

No, it's not Doug- it was a Warner Bros. cartoon. I don't remember his name though. He had a chip on his shoulder though. I remember him being pissed.
