i wouldn't rate it good, but it's o.k. for muffling sound (then too , a lot depends on the quality of styrofoam you're using).
for example, styrofoam in coffee cups is a poor sound insulator, but those with a lot of volume i.e really thick with large styrofoam granules are really good for soundproofing.
thick cloth like those with lots of air trapped in between would be a good soundprrofer in my opinion.

Styrofoam has the same r value as fiberglass insulation
I other words, 1" of styrofoam will insulate the same as 1" of fiberglass insulation.
If you are putting it in a wall for sound proofing, you need 3 1/2 inches of it, so you really need to go with fiberglass batting. Cheaper and easier to install.

It's adequate and dependant on what levels of sound it has to deaden or muffle. The tighter the cellular structure, IE: beads/ bubbles, the better sound muffling quality it will have.
Certainly acuostical foam panels or sheets would be better, though more costly. If you've ever seen a decent sound studio you'd get the idea.
While fiberglass and Foam carry the same basic properties in Heat/Cool insulation, fiberglass isn't strictly a sound deadening material.
