Weed killer in his yard or garden. Gotta be the cheap stuff so it doesn't just kill weeds, but everything... Write "U SUCK!" in his grass...That could be a hoot. lol
Or leave dog turds on his porch.
Take a pic of him naked going to get the paper, then tape it to his door, with a note "I'm watching you". That would totally freak him out, and if done right, he couldn't pin it on YOU!!!!!
That 70's show rocks, I used to watch it everyday. Then my kids got old enough to understand it. lol

Put pebbles in his hub caps, he drives they rattle he stops to investigate they stop. If you really are mad, and he has a lawn or better yet a garden get some pot seeds and toss them onto his property when they start to grow call the cops.

First of all, you didn't say what happened that caused you to resort to this low level called revenge. Revenge is wrong. Instead, be smart and learn from the experience. Don't ever lower yourself to revenge as you are only lowering your standards to that of a loser. If he/she bothers you, simply avoid any conversation or even seeing them.

Know What -- It's really hard to be angry at someone you are helping !!
If you want to get over anger and anamosity - do a service for your neighbor, help him/her with something, do a kindness: and certainly-- forgive !!
If you do an act of revenge/ hate/ prank - it will foster anamosity, not overcome it.

Depends on what they've done. How's about a dog turd wrapped in newspaper? Set fire to it, leave it on the front doorstep, ring the doorbell and run away. They'll open the door, stamp on it to put the fire out and have their shoe covered in doggie doo doo!!!
