Self esteem if first and foremost. Good question.
Inside:
If you have an inner peace, even if you are physically ugly, you will be beautiful. It's rare to find anyone who is both beautiful on the outside AND on the inside. Many who are beautiful on the outside, let their ID (inner ego) rule them, meaning they are self centered, etc. Many who are ugly on the outside, let their inner ego take them in the negative direction,
I don't know where you stand on Religion, but... The Bible says this: Gal 5:22-23 "But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith, Meekness, temperance: against such there is no law".
When you "wear" these, you will find yourself becoming the most beautiful person you know!
Outside:
Neatness and Cleanliness are the most important things to help with the outside appearance. Simplicity is next. People each have their own opinions on what is beautiful to their eyes. Some like gaudy, some like super bright... whereas others like soft or darker colors. Hope this helps.

Beauty inside - a good heart.
Beauty outside - good looks, an infectious smile and confidence.

For outside beauty, I've heard that symmetrical features makes one beautiful. While there are many other factors, butterflies are symmetrical, and they are regarded as a "beautiful" animal/insect. My science teacher explained this theory, and pointed out that Tom Cruise also has symmetrical features.

it makes someone beautiful if you stay healthy inside and have a nice friendly heart.
From the outside, you should stay clean and dress cute or cool and to look healthy!!!

it's the personality of a person that makes someone beautiful, not their physical attributes. if someone in is lovely, kind, warm and gentle but really ugly, it's much more beautiful than miss world who bitches behind people's backs and can never say anything nice!

It all depends on one's perception of what is beautiful.
We all have our own perception, that's why we all don't like the same people..
It is up to each individual, to decide what is beautiful and what is not.

it depends on who view the person you know the saying one mans garbage is another mans treasure i guess it can be said for beauty as well
