It's definitely is not Morpheus (the Sandman). He is the Greek god of dreams.

I don't think there is any specific Fairy in Celtic folklore who controls dreams. In Shakespeare's "A Midsummer Night's Dream", Titania - the queen of the fairies, is seen to control dreams. That is not necessarily taken from original sources of folklore, however.

Queen Mab is also an invention of Shakespeare, who may have borrowed her name from a Celtic goddess.

That would be Mab.

She is often referred to as 'Queen Mab', but she's not a queen; it's a misinterpretation of 'quean' which is an Old English word for midwife; Mab is also the deliverer of children in the faery realms.

(For 'Insanity'; Oberon's wife and queen is Titania; read your Shakespeare ;) )
