The electromagentic wave is always associated with a photon. That is the dual nature of light. You cannot and need not attach any photons to any waves.

The electromagnetic wave makes up the photon. What you are saying is like attaching a videocam on an atom when the videocam is made of atoms. Surely u can't make a video cam out of ONE atom. hmmmm...

I'd recommend using 100-mile-an-hour tape like they do on race cars. I can't guarantee it will stay on but it's probably worth a try.
