to dial germany, you need to dial 011-49 and then the number. also, you have to drop the zero from the cell number. Example for 0160-1234567, you'd dial 011-49-160-1234567

Not sure whether armybrats answer applies to Canada as well, I thought only US americans have to dial 011 to dial abroad first, for all others it should be just 0049.
Example for dialing a number like 0160 555 :
0049 160 555
If that doesn't work, try with one zero less :
049 160 555
If that still doesn't work, try armybrats solution.
EDIT: Oops sorry, I didn't assume Canada had modeled its telephone system after the US system...
