I need to convert a wave file to MP3. I have tried smart soft, and river past. But they don't work well. I have tried others, I just want a simple way to convert waves, not something super hard to figure out.

You should be able to do it in Media Player,open the file in it and then go to options and click Copy Music i think.

Download the program Audacity... 100% freeware for audio editing. Open a wave file with that program. On that same initial site I gave to you, download the Lame mp3 codec. Save the file using that. It's a bit complicated to set up, but once that's done, just open the file using audacity and save it as mp3. Not to mention, you can do some seriously cool audio editing with that same program. There is a very small download size too, so that's a plus. Hope this helps!
