I found 3 good websites for "phonetic symbols":
http://en.wikipedia.org/wiki/International_Phonetic_Alphabet
(shows them for major languages)
http://esl.about.com/library/weekly/aa040998.htm
(phonetic symbols for use with English as 2nd language courses)
http://ipa.typeit.org
(has a box where you can type your text, then copy it to an email or word processor, etc. If no symbols show up for whatever language you want--I tried it for Swedish and Turkish and nothing was showing on the letter keys--a UNICODE FONT WITH IPA SYMBOLS must be installed. There was a link for this.)

There are a lot of links on wikipedia about phonetic symbols. I put the link here because it is hard to know what you are looking for and how you will use the information. Some are computer-based for translating into certain programs.
http://en.wikipedia.org/wiki/Unicode_Phonetic_Symbols
The lists I am more familiar with are for phonics teachers. You can find a lot about phonetic speech sound symbols at www.ldonline.org and doing a search within their website for phonetic symbols.
The last idea is to look at the front of a dictionary. They usually list the phonetic sounds along with their diacritical marks.
