You need an NNTP client program. Mozilla Thunderbird is excellent, easily available from http://www.mozilla.com and free. Then you need access to some Usenet servers. Most ISPs used to provide this, but now many do not.

If your ISP does not provide access to a Usenet server, you might use a commercial service provider like: http://www.giganews.com or http://www.newsrazor.net/

Alternatively, if you only want to use USENet occassionally, why not use the "Groups" tab on the Google homepage?

Usenet is accessed with an e-mail program like Outlook Express or via www.dejanews.com now on Google. You have to subscribe to the groups to gather stuff with e-mail

Mozilla Thunderbird can speak nntp (net news transfer protocol , the usenet protocol).
