You have to trade him while he's holding the protector for him to evolve. Similar to Syther evolving into Scizor when it holds the metal coat when it's traded.
Find a friend who you can trade it to and then trade back. (If you can't find anyone, email me and i'd be happy to help out ^^. I've helped a lot of people evolve their pokes)

Actually, much like Scizor and Kingdra, you have to trade the Rhydon holding the Protector to evolve to Rhyperior.

Rhydon only evolves into Rhyperior when you trade Rhydon with the protector. If you don't trade him, then he won't evolve.

well you need a protector then give your rhydon to hold it then trade it with somebody. then when you trade it it should probably evolve. sometimes it won't work but just try. get the protecter in route 228 i think.

There is some info online that everyone prefers Rhyperior having an ability that cuts half the effectiveness of the attack. Instead of making it super effective, it would make it a normal attack. Rhyperior gets that ability only if rhyhorn does not have the ability Lightning Rod
