Consider looking at Texas Code "7 Tex. Admin. Code § 1.605; Tex. Fin. Code Ann. §§ 342.251 et seq. and 342.601 et seq." and you may want to contact Texas Finance Commission which regulates these types of business.

Beware that this type of business may soon be outlawed in the state.
