(By "incomplete", I mean no ejaculation.)

The short answer--no. You had copulation, you're no longer a virgin.
'Virginity' covers a range of never-having-done behaviors and is supposed to imply purity and virtue. There are plenty of people who are 'technical virgins', who've done everything except penetration. One gay celebrity describes himself as a virgin because he's never penetrated a woman! I wouldn't describe them as pure...
IMHO if you have to split hairs on exactly what point virginity is lost, you've probably already lost it.

Virginity has an absolute meaning, a legal meaning and about as many other meanings as there are people.

In the absolute sense, virginity is lost at the instant of first penetration by a penis into a vagina. And if you want to marry a certain prince, you have to pass a physical where they measure the vaginal opening.

In the legal sense, it varies from state to state, and most state laws avoid the word completely; they make up their own words and play God with the English language. Not even a lawyer can be sure what law you've broken, if any.

In my own sub-dialect, a human, like olive oil, can be virgin, extra-virgin or extra-extra-virgin. Even the first kiss is a slight loss of virginity, and the first intercourse isn't over until both partners have had their orgasms. Some virginity remains if the girl has never had good sex. There is such a thing as a born-again virgin; and it doesn't require surgery.

What?

Well depending upon which definition you're adhering to.... I'm not sure how you can have incomplete intercourse.

The definition I adhere to means simple penetration. So in keeping w/ that....there really is no way to be incomplete. You're either in, or as Heidi Klum would say, you're out.

Teetering on the verge of virginity isn't really an option and there is no 'scale' involved.

Sorry, coitus interruptus does not make one "a step closer to virginity". Virginity is a one-time thing; after that, no matter what, that person is no longer a virgin.

Sorry, it just depends on your definition of sexual intercourse. Virginity doesn't come in levels.

no it does not. he/she is no longer a virgin once he penis has penetrated the vagina. hence, the word deflowered is commonly used to describe a young woman who has just had sex for the first time.
