As people are saying that we can catch the hacker by IP adddress but they dont know that IP address can be changed also. No doubt that IP address also plays an important role in catching hackers but there is something called "MAC" adddress also which is unique to all computers as it is build with hardware so one can figure out who bought that hardware. One can trace the journey of that hardware from the shop to the person. IP adress give an idea of the location from where the hacker is operating.

It really comes down to this: the ones that get caught are stupider than they thought they were.
All the details are just the mechanics of their situations. Sooner or later they miss a detail, work when tired, goof off instead of paying attention, get filled with their glory, over-reach their abilities, get too greedy, or what-have-ya.
And then, like Yogi, they find out they're NOT smarter than the average bear. Butt that they bend and grin on command like any other nerd presented with a vicious-looking, muscled up, blue-balled, got years left on his sentence kind of guy.
But since they screwed people on the scale of millions of us sometimes, that hardly seems to punish them satisfactorily.
The fuuny thing is that, like every other criminal ever caught, they probably think it wasn't their own faults that they got caught and that they will not get caught next time. And they think they're smarter than the average bear! Bears maybe... maybe... but not people!

Your IP address is like giving them your home address because how do your internet provider know who and where to bill you for the service you use. The federal government is monitoring you while you are on the internet, kind of like how they can monitor your phone calls, and if you enter sites where terrorist are know to frequent then they red tag your IP address and access your computer files without you knowing it.
p.s. Hacking isn't a local crime, it is a federal one.

No, but one can find out, if you can pull the right strings. You can't magically use the internet. A connection needs to be obtained, and that is the starting point for leaving a trail.
