merely because of the fact he found your wallet and decrease back it does not mean he needed a advantages. I'd do my best to contact the woman and return the wallet and money. And YES I once found a wellet with $700.00 cash money inside. It belonged to a Real-estate broker, so I know he could have afforded to not get the money back. BUT I did turn it in and within an hour he came by my work place and gave me $100.00 cash money.

If it was a normal persons wallet, I'd take the money and throw the wallet back on the ground, but due to the scenario you gave, she's elderly, and disabled, I'd go to the address on the ID, and give her her wallet, with everything inside back.

dammit, I was going to say look at it and clap.
um... put an ad in the paper saying to get in touch if you lost one, and give me details so I knew it was yours.
I wouldn't hand it in to the police because they are likely to just keep it. I think they are legally allowed to keep it after a certain time has passed..
edit: are contact details in the wallet? I don't drive so I don't know *embarrassed* in that case I would just find her then.

I'd find her and give her the wallet back, hoping that she might possibly give me one of those crisp bills for not taking advantage of her and stealing it.
But if not, who cares. I'd have a really guilty conscience if I ever stole something.
