The Adult Swim dubs are currently playing on Adult Swim (Cartoon Network) Saturdays at 11:30pm. They're also available on YouTube and BitTorrent. Also, you can watch a few of the episodes on www.adultswim.com; their videos page is:

Ten KIKU (Hawaiian TV) subtitled episodes are available on BitTorrent. There are several subtitled ShinChan shorts on YouTube as well. Those ones don't have the Funimation / Adult Swim English translation.
Note that the "flavor" of Shinchan in the Adult Swim /Funimation dubs is a lot different from the subtitled episodes. Adult Swim changed the translation to aim the show at an older demographic. The KIKU subtitled episodes aren't nearly as raunchy. (Not that Shinchan doesn't make loads of poop jokes. It's more the stuff like: "stop licking that sticky knob... you know, I always thought I'd be saying that to your sister.")
