You know how pumps say must be submerged in at least 1 1/4" of water... Which pump can suck up water from the lowest level? Like half an inch? can any of them do that?

Not sure why you would be keeping a water level that low for fish, but you may be better off looking at filtration developed for a different animal. There are "mini" canister filters made for turtles and other reptiles and amphibians that use suction cups to attach intakes and outflows to the sides of the tank - or you can leave the return outside the water and produce a "rainfall" effect with a spraybar that aerates the water too.
