Is it possible to take RAM from Windows 98 and then directly add it to Windows XP's RAM (same pin number 184, but different MB numbers). My Windows XP hangs for reasons unknown but adding RAM is the first step. Will the plan work.

Most likely it will work. If different speeds, BIOS will just synchronize the speed to that of the slowest module. Just clean the empty slot first w/ a small paint brush before you plug in the RAM module. Better reseat twice before locking in place. If you get the beeps, try reseating again or interchange RAM in the slots.
Be sure PC is not plugged when you are removing or installing the RAM modules.

You can answer this by looking at the two chips side by side. They may not even be the same size.

I suspect the motherboard on the xp system is much too advanced for a memory chip from an older system

There is different types of ram though, pin can be the same. There is DDR, DDR2, DDRX, DDRXX, and more that I know are out there. If they are the same type of rams it will be fine.

First - make sure your motherboard supports more ram.
Second - make sure you by the same type of ram currently on your comp.

Ram is diff. from operating system...
But check whether it fits on your slot......
